How does this work and what does it do?

The GoC Common Look and Feel standard is managed and mandated by the Treasury Board of Canada. It requires all Canadian Federal departments to maintain a common standard in terms of navigation and appearance. It also covers accessibility issues and standards to ensure that all Canadians, even those that may require assistive technologies (browsers that speak web pages, etc)...

It is mandatory for all public-facing government sites, and recommended as well for GoC Intranet sites.
